New MCF Report on Grantmakers' Response to Federal Changes

In July 2025, MCF surveyed our membership about their current grantmaking. We received responses from 83 member organizations, half of all MCF members. 

A significant portion of this survey was devoted to what Minnesota grantmakers are doing differently because changes made by the federal government in 2025. In our new report, we share the results of these questions.

Highlights in our Response to Federal Changes Report include:

  • 67% of survey respondents report implementing changes to their grantmaking as a result of federal actions taken in 2025.
  • The most common changes reported are increased flexibility in the use of funds, increasing technical support to nonprofits, and increasing the grantmaking dollars awarded this year.
  • Current grantees are receiving the most focus for these changes, followed by nonprofits that lost federal funding this year, and new open applications for grants.
  • Community foundations stand out for assisting nonprofits that lost federal funding, and for providing technical assistance.
  • Private foundations have increased their grantmaking the most, and are focused primarily on their current grantees.
  • Other common non-grantmaking changes foundations are engaged in this year include increasing communication with nonprofits and speaking out publicly about their values.
