New Report: Documenting Philanthropy’s Response to Operation Metro Surge

When U.S. Immigration and Customs Enforcement launched Operation Metro Surge (OMS) in December 2025, the deployment of 3,000 federal agents deeply impacted communities across Minnesota. Beyond detentions and deportations, OMS caused severe statewide disruptions — including housing instability, major business losses, and widespread interruptions to healthcare and education. In response, MCF launched a rapid response coordination effort to convene philanthropy and connect with cross-sector partners across three core focus areas: Basic Needs, Economic Impact, and Strategic Response. 

In our newly released Rapid Response report, we document how Minnesota’s philanthropic sector mobilized more than $70.5 million in aid during and after OMS, and reflect on the information coordination efforts of pooled fund tracking, institutional grantmaking data sharing by MCF members and intermediaries, cross-sector meetings, public announcements, and more. 

As immediate relief funds exhaust, the report highlights how the sector is now pivoting toward long-term recovery and economic mobility, and serves as a roadmap and testimony, capturing key lessons and considerations for peer institutions and philanthropy-serving organizations navigating future moments of crisis.
