MCF Advocates for Charitable Giving Incentives at the State and Federal Level

MCF works on public policies to promote charitable giving and a strong charitable sector. In February, MCF staff and members participated in Foundations on the Hill in Washington, D.C., meeting with nearly all of Minnesota’s Congressional delegation on issues of importance to the sector.

The top advocacy issue MCF promoted was the Charitable Act (H.R. 3435/S. 566), aimed at creating a non-itemizer charitable deduction at the federal level. This promotes more equity in federal tax policy by allowing those that do not itemize to also access a tax incentive for their charitable contributions.

At the state level, MCF has been exploring the possible impacts of 2023 tax changes on nonprofit revenue from individual donors. MCF worked with Senator Rest and MCN to create a bill (SF 4653/HF 4861) that would restore the full value of the state’s charitable giving tax incentive in Minnesota, which was diminished by an estimated $120 million in 2023. This bill received an informational hearing in late March and could be more actively considered during the next budget cycle.
