The Office of Rural Health and Primary Care (ORHPC) at the Minnesota Department of Health promotes access to quality health care for all Minnesotans. From grant administration to workforce data curation, they partner with policymakers, providers, and rural and underserved urban communities to ensure a continuum of core health services throughout the state. This presentation will include an overview about the office’s activities, data about the state of rural health in Minnesota, and a collaborative discussion about improvements needed to ensure equitable care across the state.

The network is hosted by MCF and open to any MCF member currently funding in health-related focus areas as well as those considering future funding in this area. Log-in details will be provided in your confirmation email.

Bekah Ehlebracht

Bekah Ehlebracht is the Primary Care Programs Administrator with the Office of Rural Health and Primary Care at the Minnesota Department of Health. She has worked internationally in the nonprofit, grants, and higher education fields. She has a law degree and Master of Public Health from the University of Minnesota. She lives and works in rural Minnesota.

Robin Bly

Robin Bly serves as Rural Health Policy Planner at MDH, conducting in-depth research and analysis on emerging rural health issues and collaborates with the Rural Health Advisory Committee. With a MBA from Saint Cloud State University and a bachelor’s degree in Women’s Studies, she combines analytical expertise with a commitment to improving outcomes for rural communities. Passionate about equity and inclusion, Robin is dedicated to advancing policies that improve the well-being and quality of life for all.

Katie Hentges Headshot


Katie Hentges is the State Program Administrator for oral health grants administered by the Minnesota Department of Health. Her career has been spent working at nonprofits and associations to improve access to high quality care for all patients. She has experience with creating patient and physician education, grant administration, designing health care quality metrics, and managing large scale health care data projects.
