Talks About Special Session Warm Up

Tuesday, December 6, 2016

They have been on again and off again. Talk about a special session is on again. According to the Pioneer Press, the Governor and legislative leaders  wrapped their press conferences (a lively sight to see on YouTube) assessing the meaning of the December budget projections and immediately walked into conversations about scheduling a special session on December 20. Negotiations are centered on using some of the projected surplus to provide temporary relief for MNSURE insurees experiencing sharp premium increases in the individual insurance market, passing a tax bill (see comments by House tax chair Rep. Greg Davids in the Rochester Post Bulletin) that could not be accomplished at the close of each of the past two legislative sessions and also enacting a bonding bill, another unfinished piece of legislative work, though in a scaled down verion. The special session commitments are expected to take up about half of the projected $1.4 billion surplus.
