MCF Foundations on the Hill 2022 Recap

During  the month of April, MCF participated in Foundations on the Hill. The annual event provides an opportunity for the philanthropic sector to inform and educate congress about the importance of philanthropy and advocate on issues important to foundations and nonprofits. Foundations on the Hill also provided three days of programming including topics related to advancing racial equity in philanthropy, advocacy and partnering with historically underrepresented communities, and protecting democracy through investing in the Census, civic engagement, and voting rights.

The MCF team met with Minnesota’s Congressional delegation offices to promote philanthropy. MCF also offered to be a resource to offices as proposals impacting the sector are being considered to help ensure consideration of the full impact such proposals would have and grantmaking.

Topics discussed in meetings included:

 

Stronger Charitable Giving Incentives

  • MCF shared the importance of ensuring all ensure all taxpayers continue to have access to giving incentives. Congress should renew and expand the universal charitable deduction which will help charitable organizations achieve their missions and support their workforces and communities as our nation recovers from the current and future crises.
  • MCF asked Minnesota’s Congressional offices to support the Universal Giving Pandemic Response and Recovery Act (S. 618, H.R. 1704), bipartisan legislation which would raise the $300/$600 cap on the nonitemizer charitable deduction to roughly$4,000 for individuals and $8,000 for couples.

Nonprofit Sector Strength and Partnership Act

  • MCF advocated for support of the Nonprofit Sector Strength and Partnership Act and encouraged Minnesota’s Congressional offices to sign on as co-sponsors.
  • This bill would create a create a three-part structure leveraging the knowledge, trusted status, and reach of nonprofits to craft and implement better solutions for all.
  • The forthcoming bipartisan legislation will also make our sector stronger and enable nonprofits to better serve  their communities by scaling effective solutions, and meeting the unique needs of nonprofit workers.
  • This legislation is set to be introduced in late April and is being introduced with Representative McCollum and Representative Upton as lead authors.

MCF members also participated in Foundations on the Hill and congressional meetings. Thank you to the following MCF members for your leadership: Allison Corrado, (Blue Shield Blue Cross Foundation), Denise Mayotte (Sheltering Arms Foundation), Steve Joul (Community Giving) and Jaci David (Blandin Foundation). These members met with representatives to share how their foundations collaborate with community to achieve impact and how public policy informs their philanthropic work. Minnesota’s Congressional offices expressed their gratitude to Minnesota’s strong philanthropic community. Staff were appreciative of the opportunity to learn more about the work MCF members do.

MCF’s 2024 Advocacy Agenda

With the Minnesota 2024 legislative session beginning February 12, MCF has finalized our 2024 advocacy agenda for the year.
