The focus for this meeting will be to better understand anxiety and fears about misuse of census data and the implications of adding a citizenship question, and how we can best navigate these concerns. Reporting in Talking Point Memo indicated public concerns about data privacy and confidentialy and the citizenship question are running high. It cites the results of a recent Census Bureau survey that revealed three of the top five barriers to participation in 2020 were “concerns about data privacy and confidentiality, fear of repercussions, distrust in all levels of government.”  The high profile Supreme Court decision about adding a citizenship question to the 2020 Census promises to further highten anxieties and tensions. We will learn from national experts about the law and Census Bureau practices related to data privacy, confidentially, and use of other processes to complete household reporting, including administrative records. We are also going to get an update about what is happening with the citizenship question. The question for all of us is how we communicate in our communities authentically, and in ways that empower census participation.  At the end of our meeting, we hope you will experience how to draw upon the Census 2020 Minnesota Communication Plan as a tool, feel prepared to address the Supreme Court decision when it is announced in late June, and have clear messages to use as you start organizing and mobilizing communities in the months to come.
