All Member Briefing: Intermediaries & Equitable Distribution of Federal ARPA & State Surplus Funds

From 2021 to the end of 2024, Minnesota is poised to receive over $8.5 billion in federal funds through the American Rescue Plan Act (ARPA). In addition, Minnesota has a historical $7.7 billion state budget surplus. As a result, significant public dollars are flowing and will continue to flow to grantmaking intermediaries to support Minnesota’s recovery from the economic impacts of COVID-19. This is an incredible moment, and an unprecedented opportunity for the state of Minnesota.

In this briefing, MCF members are invited to learn about how and why the state is relying on intermediaries to distribute public funds, the opportunities and challenges for intermediaries, the experience of the ultimate funding recipients, and a proposed role for philanthropy to play. Philanthropy is well positioned to provide support to intermediaries to ensure the capacity and infrastructure are in place for an equitable distribution of this unprecedented volume of funds, including to nonprofits and communities of color.
