  • Providing leadership to advocate for an effective and inclusive 2020 Census and the American Community Survey.
  • Advocating for expansion and protection of voting rights, including support for felon re-enfranchisement and reforms to encourage civic participation through voting. Vigorously oppose policies demonstrated to suppress voter participation.
Promote disaster preparedness, response and recovery reform that is responsive to marginalized communities by . . .
  • Advocating for full funding of Minnesota’s disaster relief emergency finance fund.

  • Advancing Endow Minnesota tax credit legislation to promote community endowment-building and capacity of nonprofits to take advantage of legacy giving and the current transfer of wealth opportunity in Minnesota.
  • Supporting federal tax reform that promotes increased charitable giving and philanthropy as valued and essential to a thriving democracy.
Enable the nonprofit and philanthropic community to fulfill its role by . . .
  • Monitoring federal and state policies and budgetary action that may adversely affect communities and constituencies served by MCF member grantmaking priorities. When necessary, opposing changes when they represent a shift in the responsibility for government programs to the independent sector, particularly without considering the capacity of philanthropy and nonprofit organizations to accommodate proposed changes.

MCF’s advocacacy priorities from among its public policy positions are set forth in an Annual Advocacy Agenda. 

The Annual Advocacy Agenda consists of public policy priorities that reflect a timely need or opportunity or an obligation to members or stakeholders that is expected to require an unusual commitment of advocacy resources.  

The Annual Advocacy Agenda:

  • Is developed by the Government Relations and Public Policy Committee and typically adopted by the committee during the fourth quarter of each calendar year.
  • Is approved through action of the MCF Board of Directors and typically adopted during the fourth quarter of the each calendar year.
  • Remains in effect for one year after adoption through action of the MCF Board of Directors

MCF will monitor and act, as necessary, on any issue addressed in its Legislative Statement. However, it will give priority attention to those issues included in the Annual Advocacy Agenda.

Public policy positions adopted by MCF are the positions of the Council and not of its individual members.
